The UN Food and Agriculture Organization (FAO) estimates that farmed seafood accounts for about half of global seafood consumption and projects that it will exceed 60% of total consumption by 2030. Yet even as global demand for seafood grows, coastal fishery output is declining due to overfishing and climate change. The journal Science went so far as to predict that without systematic, structural reform and countermeasures across the fishing industry, marine fish stocks will be completely depleted by 2048.

Korea’s annual coastal fishery production is likewise in steady decline. The depletion of fishery resources in the East, West, and South Seas is an ongoing problem, and analyses of its causes vary — most prominently environmental pollution including global warming, and illegal overfishing.

Industries futurists predict will lead the global market

Yet according to a recent analysis by the Ministry of Oceans and Fisheries, beyond external factors, structural problems within the Korean fishing industry are also closely tied to falling seafood production. The fishing villages that form the industry’s foundation are struggling with a shrinking and aging fishing population. For a labor-intensive industry this is a heavy blow, and the state of these fishing villages acts, together with declining fish stocks, as a core driver of falling production.

The decline of fisheries and fishing villages, rooted in primary industry, is in some sense inevitable as industries develop. Externally, too, the fishing industry is under pressure, for reasons such as these:

Meanwhile, as global demand for farmed seafood rises, the world aquaculture industry is projected to grow 37.5% by 2030 versus 2016 in production terms, and the global economic ripple effect of aquaculture technology is estimated to reach roughly KRW 223 trillion as of 2025 — a high-growth industry by any measure.
