How IoT Is Used to Build the Social Safety Net<\/h2>\n<\/blockquote>\n

Advances in digital technologies\u2014AI, IoT, robotics, autonomous driving, and more\u2014have opened an era of expanding the social safety net on an ICT foundation. News of services that solve social problems using AI and IoT is especially plentiful, and experts predict that ‘safety’ is the field where AIoT can be put to best use, with a variety of services being developed that can link into disaster response networks.<\/span><\/p>\n

In this post, we look at the IoT that safeguards our society. Here are examples of how diverse IoT technologies are building a smarter social safety net.<\/span> <\/span><\/p>\n

Preventing Accidents at Construction Sites with AIoT<\/strong><\/p>\n

\"\"<\/p>\n

The Seoul Metropolitan Government is introducing ‘smart building safety management,’ which combines artificial intelligence (AI) and the Internet of Things (IoT), for privately owned small and midsize building sites and aging, at-risk private buildings\u2014both regarded as blind spots in safety management.<\/span><\/p>\n

The main components of the service are as follows.<\/span><\/p>\n

1. An ‘intelligent monitoring (CCTV+AI) system’ for safety management at private small and midsize construction sites<\/span><\/p>\n

2. An ‘IoT + blockchain-based hazardous structure safety management platform’ for aging, at-risk private buildings<\/span><\/p>\n

3. An ‘integrated safety management information system’ that digitally consolidates safety inspection records for private construction sites and aging private buildings<\/span><\/p>\n

The goal is a new paradigm of safety management that detects accidents and hazards in advance\u2014without massive spending or manpower\u2014using AI, IoT, and blockchain, so that rapid initial response prevents hazards from escalating into large-scale damage. Seoul expects to shift its safety management paradigm from selective, limited inspections by a small workforce to preemptive prevention and real-time management, responding efficiently and quickly to risks that grow every year. It also sees a way to overcome the limits of public-sector staffing and budgets.<\/span><\/p>\n

​<\/span><\/p>\n

Applying IoT and Big Data to Railway Safety Management<\/strong><\/p>\n

A plan is under way to make full use of Fourth Industrial Revolution technologies\u2014the Internet of Things (IoT), artificial intelligence (AI), and big data\u2014to strengthen railway safety. The Ministry of Land, Infrastructure and Transport has begun drafting the 4th Comprehensive Railway Safety Plan (2023\u20132027) containing these measures. The plan aims to realize railway safety management through the advancement and scientification of the railway safety field.<\/span><\/p>\n

First, a lifecycle management system for rolling stock and railway facilities using IoT and big data will be introduced. This will manage the root causes of railway accidents and service disruptions in advance, and when accidents or disruptions do occur, identify the causes quickly to minimize damage.<\/span><\/p>\n

In addition, a new AI and big data-based railway traffic control system will be introduced at the second railway traffic control center to be built in Osong, North Chungcheong Province, in 2027. The new system will use simulations of train operations to make real-time predictions and propose alternatives, and will automate train schedule management and the drafting of alternative operation plans in the event of an accident. The government plans to link this system organically with driverless train systems and railway signaling and communication systems, establishing a way to use limited track capacity safely and systematically in normal times as well as during accidents or disruptions.<\/span><\/p>\n

The railway safety management framework will also be comprehensively reviewed to respond smoothly to a future railway environment that includes new modes of transport such as driverless operation and trams. The Korea Railroad Research Institute and the city of Busan are currently running a tram demonstration project targeting opening in December 2023, and many other local governments, including Seoul and Daejeon, are planning tram lines as well.<\/span><\/p>\n

IoT Fire Alert System<\/strong><\/p>\n

The Tongyeong Fire Station has built a pilot ‘IoT fire alert system’ in Chuwon Village, Hansan-myeon. The pilot covered 50 households living in Chuwon Village, an area designated as a fire-safety blind spot. The fire station installed IoT-enabled fire detectors free of charge.<\/span><\/p>\n

The ‘IoT fire alert system’ detects fire signals even when no one is home, automatically reports to the 119 emergency line, and notifies the village head and family members by text message with the address of the fire, contact numbers, and a map. The Tongyeong Fire Station plans to gradually expand the project in cooperation with South Gyeongsang Province, and expects the IoT fire alerts to help families confirm one another’s safety and to build a safety net in fire-vulnerable areas.<\/span><\/p>\n

A Safety Net Against Going Missing: Smart Shoes for People with Developmental Disabilities<\/strong><\/p>\n

Jeju Province is running a program to distribute smart shoes that help prevent people with developmental disabilities from going missing, part of creating safer living conditions for people with disabilities.<\/span><\/p>\n

The program distributes GPS-equipped insoles to people with developmental disabilities to prevent disappearances and respond quickly in emergencies. The distributed GPS devices link with Jeju’s integrated CCTV control center and smart city integrated platform, enabling rapid response if someone goes missing. Families of people with developmental disabilities can prepare for the unexpected through these devices.<\/span><\/p>\n

Starting with this program, Jeju is expected to build a solid framework so that people with developmental disabilities can enjoy daily life safely.<\/span><\/p>\n

​<\/span><\/p>\n

A Smart City That Secures Mobility for Transit-Underserved Areas<\/strong><\/p>\n

The city of Iksan is building a city without transit-underserved areas through IoT-based smart solution systems.<\/span><\/p>\n

To that end, Iksan is investing KRW 4 billion, including national funds, to introduce an operating platform for a demand-responsive bus system linked to its trunk-and-branch city bus network, along with a road hazard detection system that identifies dangers on road surfaces. The demand-responsive transit (DRT) system establishes DRT routes in areas underserved by public transit, providing convenience for local residents and improving operational efficiency.<\/span><\/p>\n

An integrated management system will also enable flexible operation of the demand-responsive buses with vehicle location data, optimal route information, and passenger information. Iksan expects that providing optimized transit information to residents of areas with poor public transit will breathe new energy into the region.<\/span><\/p>\n

Managing Site Safety with a Confined-Space Gas Detection System<\/b><\/strong><\/p>\n

SK Energy has developed a state-of-the-art system that can prevent safety accidents in confined spaces such as oil refining and petrochemical plants and underground construction sites: the ‘confined-space gas detection system,’ in which IoT-based sensors measure whether hazardous gases remain. With it, workers can be kept safe from hazardous gases lingering in enclosed spaces.<\/span><\/p>\n

At oil refining\u00b7<\/span>petrochemical plants, where equipment is densely installed in confined spaces, workers can be directly exposed to hazardous gases during regular maintenance or construction, so securing worker safety must come first. Until now, working in a confined space meant a worker had to enter the facility and measure remaining gas in person\u2014carrying a high risk of asphyxiation and consuming considerable working time measuring residual gas every single time.<\/span><\/p>\n

But by installing IoT-based sensors in enclosed workplaces, remaining hazardous gases can now be measured unmanned, in real time. If gas remains in the confined space, an alarm sounds immediately so workers can evacuate and respond quickly, preventing accidents before they happen. Adopting the system has not only guaranteed worker safety but also reduced working time, raising work efficiency. By developing the ‘confined-space gas detection system,’ SK Energy has built a social safety net for industrial sites and created greater social value.<\/span><\/p>\n
